Application Guidelines

The Application for a Developer’s Licence is a downloadable form. Please complete it using bold print and pay close attention to the sections outlined below.

Note: The Uganda Free Zones and Export Promotions Authority reserves the right to verify all submitted information, including references and profiles, with the Uganda Credit Reference Bureau (UCRB).

How to Complete the Developer’s Licence Form

Section A: Applicant Details

Provide full particulars of the applicant. The company must be incorporated in Uganda solely to develop and operate a Free Zone.

Section B: Directors & Shareholding

Attach IDs, addresses of directors, shareholder names, share values, and ownership percentages.

Section C: Project Requirements

Indicate land size, total capital investment, and projected development expenditure.

Section D: Financing & Site

Include financing structure (equity/loan), capital origin, and a letter from a financial institution. Also:

Site location and ownership proof
Zone concept and services
Attach a master plan
Other Free Zone licences held

Section E: Location & Infrastructure

Provide detailed descriptions including:

Designated land status
Maps, layout, and infrastructure design
Road access dimensions (24m, 20m, etc.)
Power and water supply estimates

Operator’s Licence Guidelines

Operator’s Licence Requirements

Development must begin within 12 months of licensing.
Developers may manage the zone or appoint operators.
Leasing/selling land/buildings allowed only after 5 years to approved operators.
Quarterly and annual returns must be submitted to UFZA.
