Licensing Procedures

Uganda Free Zones and Export Promotions Authority offers a well-defined licensing process to support Developers and Operators interested in investing in export-led industrial zones.

Developer’s License Procedure

Company Incorporation

Register a company with URSB for the sole purpose of developing a Free Zone in Uganda.

Submit Application

Submit a completed application with documents including business plan, master plan, EIA certificate, Articles of Association, and tax clearance.

Evaluation (30 Days)

The Evaluation Committee reviews the application and prepares a report within 30 working days.

Government Endorsement

Authority recommends approval to the Ministers of Justice and Finance for gazetting the Free Zone.

License Issuance

Applicant receives notification to pay the license fee and receives the Developer’s License.

Commence Operations

Developer must begin operations within 12 months of licensing.

Fees: Application Fee – USD $250 | Annual License Fee – USD $5,000

Operator/Manager’s License Procedure

Company Incorporation

Register a company with URSB for operating or managing a Free Zone.

Submit Application

Submit complete form with required documents including business plan, Articles, Master Plan, and project roadmap.

Evaluation (30 Days)

Committee evaluates the application and delivers a report within 30 working days.

Certificate of Conformity

Before operations begin, a Certificate of Conformity must be issued by Uganda Revenue Authority (URA).

License Issuance

Authority notifies applicant to pay fee and issues the Operator or Manager’s License.

Commence Operations

Operator/Manager must begin operations within 12 months of licensing.

Fees: Application Fee – USD $250 | Annual License Fee – USD $1,000
